I am a small but mighty consulting firm driven by the passion of thinkers, dreamers, and creatives.
My story began with an idea. I wanted to launch a business, turning a passion into something more.
I founded Artemis Planning & Development after beginning my career in municipal and non-profit grant management. I have a Master's in Urban and Regional Planning and professional experience in the field since 2015. I saw a need in the community for someone who had a specific skillset for program administration and decided to make a change in my career to offer my skills to the greater community.
I have municipal and non-profit experience having worked as a director in both fields and have played a key role on leadership teams and regional committees. I have formal training in Community Development Block Grant program management, Section 8 Housing Choice Voucher Executive and Financial Management, Housing Quality Standards Inspections, ESRI GIS, management of housing rehabilitation programs funded through New York State Homes and Community Renewal, and am a USDA 502 Direct Loan Certified Packager. My hands on experience administering programs from frontline staff work to regulatory compliance provides me with an intimate understanding of the mechanics of funder mandates while making sure measurable outcomes are seen on the ground. I have overseen multi-million dollar grants that have funded projects ranging from infrastructure in support of affordable housing development to reconstruction of floodwalls and levees.
I serve on the boards of the Tioga County Property Development Corporation and Tioga County Rural Economic Area Partnership. I share my passion for urban planning, especially affordable housing, with students through a course I teach at the State University of New York at Binghamton on the history of planning and the current transformation of U.S. cities.
I am the colleague you want to work with side-by-side during challenging times. I understand that communities are ever changing and funding has become more complex and competitive than ever before. I bring a distinct perspective to planning as I have built a family view of the community that intimately connects me and brings a fresh perspective to development and infrastructure. I have technical expertise in administering state and federally funded projects, am skilled in client relations, and am effective in understanding the complicated planning process. I can bring clarity to complex problems, am seasoned in managing interactions with diverse teams, departments, and community leaders. I posses local knowledge with an expertise in rural development and housing and I maintain a solid reputation known to local decision-makers.
I am dedicated to making sure projects and programs are successful and that the intended outcomes are reached. My career is one of service and I hope to make the communities with whom I work stronger and more resilient.
What Sets Me Apart
Better Economic Value Than a Big Firm
No expenses to support a large staff.
You get me for every stage of your project; no delegating to junior staff who lack the skills and experience of a seasoned professional.
I strategically choose projects to which I commit my time so you will feel like you're my only client.
You Don’t Have to Hire Your Own Staff
I serve as your outsourced grant administrator while we work together to determine the best action steps to meet your mission and goals.
You don't have to go through the burdensome process to hire, pay, train, and retain staff who are subject matter experts.
Well-Connected
I have a wide network of colleagues who specialize in community development work; if I don't have the answers you need I can either easily find them or partner with a colleague on behalf of your project.
Customization
My proposals will address your organization's specific challenges and opportunities; no two are alike.
The scope of work, work plan, and consulting fees will be calculated based on what I deliver to your organization's needs, timing, and budget parameters.
You will pay only for the particular services your organization needs versus paying for access to all the services included in packages offered by larger consulting firms; with more control over your budget, it can be maximized for greatest impact.

Grant Experience
As a new business to the industry, Artemis Planning & Development is inherently more nimble, more adaptable, more engaging, and better able to evolve problem-solving approaches.
The ever changing needs of communities and the transformation of the workplace lend themselves to hiring consultants.
Clients enjoy cost advantages because of lower billing rates and overhead cost economies. You can count on responsiveness advantages because of simple, direct relations; I work directly for clients. Artemis Planning & Development is able to take on smaller projects larger firms may avoid and can complete work similar to what a staff person would without the added burden of hiring, on-boarding, benefits, and retention challenges.
